This number is being used as a call back number for a Publishers Clearing House scam. Your customer appears to be a fraudster who is impersonating the PCH along with the Federal Trade Commission, claiming that a fee is required to release the lottery winnings - neither organization operates in such a manner. Your customer is operating out of Jamaica and is not in the United States.
